When I Spoke to him this dialogue wasn't there. So I was told by a friend that after completing We Are Legion if you speak wirh Papa he's supposed to speak about it and just for show purposes offer to name you his successor after he steps down. Rather after going through Nelson I used the oppertunity to help Khan's allies and appease to Papa Khan(Wiping out Forlorn Hope. Knowing their angst against the NCR but not personally having any NcR hate(other than expansion over former tribal-raideresque lands) I did nothing there. Because of them I had a walk(Hah! deathtrap more like) through Bittersprings.

For those interested before my question some RP backstory: So I started a playthrough as a tribal and an ex-Viper(If only the Vipers around weren't just hostile throwbacks to Fallout 1.) and after my travels after a brief payback I've settled on who I want to run with that apparently fits me the most, moreso than the Legion: The Khans.
